The purpose of this study was to examine how employees in residential facilities for the elderly evaluated the quality of their organizations (facilities). The investigators administered questionnaires to the employees who attended the workshop for administrators of the elderly facilities help by Korean Association of Old People`s Welfare in October, 1998. The questionnaire mainly consisted of check-lists of Quality Assurance in Mental Health Care published by WHO in 1994. The results showed that provider-directed services rather than consumer-directed services were still provided in most facilities. Also, organizational policies or programs were not regularly evaluated in more than half of the facilities. The investigators suggested several changes of residential facilities for the elderly which included openness, development of human resources, development of programs, and a progressive introduction of evaluation systems in the elderly facilities.
