루마니아 반부패 정책에 대한EU 통합프로그램의 영향 = The Impact of the EU integration programmes on Anti-corruption in Romania

This article investigates about the factors of reducing corruption of Romania in 2000s. It focuses on the process of reducing corruption and analyses the historical and specific aspects of corruption of Romania and the factors affecting reduction of corruption level. Even though Romania had reached to seriously high level of corruption from 1990s to the early 2000s among the Eastern European countries. Particularly, this article focuses on the influence on and effectiveness of EU accession about reduction of corruption. Romania had been classified as a country that had a serious level of corruption among the Eastern European states from the late 1990s to 2003, according to the Corruption Perception Index(CPI) published by Transparency International(TI). On the other hand, since 2003, the government of Romania has changed its attitude regarding corruption around National Anti-corruption Directorate. Consequently, from 2004, CPI of Romania has begun to increase. Also, FDI inflow of Romania has increased approximately 2.5 times more than last year, and inflation has been moderated. As a result of analyzing process of reduction of corruption and factors on inside and out of Romanian Government especially in terms of its accession to the EU, there are two critical factors sustaining anti-corruption policy and achieving actual effectiveness. One is 'PHARE' which is financial incentive, and the other is Cooperation-Verification Mechanism(CVM). The pressure from the EU to eradicate corruption has triggered the governmental efforts against corruption with National Anti-Corruption Directorate. EU's accession programme has not only increased governmental will to reduce the level of corruption, but also affected citizens to formulate anti-corruption sympathy. Through the benefits of incentives and CVM by the EU that represent two important integrating values of the community, anti-corruption movement and consolidating transparency of government, Romania government has found an effective tool and motivation to eliminate corruption from the country.

국문 초록 (Abstract)

이 논문은 2000년대 루마니아 반부패 정책에 대한 EU 통합프로그램의 영향에 대한 연구이다. 1990년대부터 2000년대 초까지 동유럽에서도 부패 문제가 심각한 수준이었던 루마니아가 2004년 이후 정부의 반부패 노력에 의해 부패가 큰 폭으로 개선된 과정에 주목하고 2000년대 루마니아 부패 정책과 부패 개선 요인에 대해 분석한다. 특히 2007년 EU 가입이 반부패정책에 미친 영향력과 효과를 중심으로 살펴볼 것이다. 루마니아는 1990년대 말과 2003년까지 국제투명성기구(TI: Transparency International)의 부패인식지수(CPI: Corruption Perception Index)에서 확인할 수 있듯이 동유럽 국가 가운데에서도 민주화 이후 부패 정도가 매우 높은 국가로 분류되어 왔다. 하지만 2003년을 기점으로 루마니아 정부는 국립반(反)부패수사청(DNA: Direcția Națională Anticorupție)을 중심으로 부패 청산에 적극적인 자세를 보이기 시작했다. 결과적으로 2004년부터 루마니아의 부패인식지수가 빠르게 개선되었다. 외국인 직접투자 순유입이 전년 대비 약 2.5배 증가(2004년)하였고 인플레이션 문제가 완화되었다. 루마니아 정부의 부패청산 과정과 그 요인에 대한 분석 결과 EU 가입을 전후로 ‘PHARE’ 재정 인센티브와 ‘협력·검증 메커니즘(CVM: Cooperation-Verifiacation Mechanism)’이 루마니아 정부의 적극적 반부패 노력이 지속되고 실질적인 효과를 거둘 수 있었던 핵심 요인이었다. 국립반부패수사청을 중심으로 한 정부의 부패청산 노력을 촉발한 것은 EU의 부패청산 압력이었다. EU의 통합 프로그램은 국내적으로 정부의 부패 청산 의지를 높였을 뿐 아니라 루마니아인들의 반부패 공감대를 형성하는데 영향을 미쳤다. EU의 인센티브 수혜와 검증 메커니즘을 통해 EU의 민주주의적 통합가치로서 반부패와 정부투명성 강화가 루마니아의 부패정책과 부패 개선 결과에 실질적인 영향을 미친 것으로 나타났다.
