유럽연방주의운동(MFE)의 대중동원 전략과 전술에 관한 연구: 1943-1979 = A Study on the Activities of the MFE for the European Federation from 1943 to 1979

국문 초록 (Abstract)

이 연구는 1945년부터 1979까지의 유럽통합 과정에서 초국가적 대중운동조직인 MFE가 수행한 역할을 연방주의라는 측면에서 살펴본 것이다. 특히 MFE의 전략과 전술이 시기에 따라 어떻게 변화되어 왔는가를 살펴보았다. MFE는 전략으로서 입헌주의를 선택해 기능주의적 점진주의와는 대조적인 측면에서 유럽통합을 시도해 왔다. 이러한 전략은 설립 당시부터 현재까지 변하지 않는 전략으로 남아있다. 한편 전술적인 측면에서는 정치인을 이용하기도 했지만, 거리시위, 청원서 작성 등과 같은 다양한 전술을 복합적으로 사용함으로써 유럽통합 과정에서 대중들의 동원을 위해 노력했다. MFE는 유럽통합 역사에서 가장 열정적으로 유럽통합을 주장한 단체로 특히, 유럽연방과 이를 위한 입헌적 방법을 제안해 초기 활동부터 현재까지 지켜오고 있는 단체이다. 본 연구를 통해서 우리는 유럽통합이 회원국 정부의 외교정책 결정자들이나 모네와 같은 신기능주의자들의 활동의 결과만이 아니라, 그동안 연구에서 소외되어 왔으나 유럽통합 과정에서 또 다른 한 축을 담당하고 있었던 연방주의 대중운동 조직들의 활동의 결과임을 살펴볼 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study focuses on the activities of the MFE in the process of the European integration from the creation of it to the European Parliament election in 1979. MFE has been one of the most active organizations among supranational movements for European federalism. I have examined how have been changed the strategy and tactics of the MFE during the period. MFE has adopted the constitutional method as a strategy to reach the European federation differ from the functionalism. The strategy, though, was changed to constitutional gradualism from the second half of the 1960s, the constitutionalism remains unchanged as its’ strategy. On the other hand, it has used as various tactics as street demonstration, petition movement, seminars and etc. Through this study, we can find out that the European integration is not the mere result of the functional or the intergovermentalism, but is the result of the activities of the supranational mass movements as MFE, UEF and EM.
