중등교원 전보제도 개선에 관한 연구: 대구광역시 사례를 중심으로 = An Analysis of the Rotation Transfer System of Secondary Teachers: A Case of Daegu Metropolitan City

다국어 초록 (Multilingual Abstract)

The purpose of this study is to review the awareness of the secondary school teachers who belong to the Dacgu Metropolitan Office of Education of the rotation system of teachers, and to suggest the measure for system improvement based on the result. In the survey, the respondents answered that the most important purpose of the system is to ``appoint teachers to the location where they want to be, and also which is their living base.`` Regarding the important principles of the rotation transfer system of teachers, the respondent gave priority in the order of justice, fairness, and appointing right man in the right place. The degree of teachers` satisfaction of the system was proved to be above average. As the problems related to the rotation transfer system of teachers. the respondents pointed out ``regional disparity of education due to concentration of specific groups of teachers in certain region,`` ``irrationality of current transfer credit system,`` ``over-flowing special transfer before the term completion,`` and ``lack of justice and fairness in placement.`` This study suggests the introduction of ``electric transfer system,`` ``regional minimum wage system,`` transfer credit system.`` and ``new teacher quota system.``
