    This study explores the historical and social contexts from which the self administrative system of German science emerged and its implications in terms of scientific development. Modern science attempted to gain a body of certified knowledge about the natural world without considering its economic and practical utility-value. Since the 19th century, however, science became more interested in its usefulness than the scientific truth itself with the institutionalization of science as a profession, thus making it possible for such employers as university, business company, and government to control scientists. In an effort to preserve scientific autonomy, German scientists organized the Self-Governing Operation System for the development of science by mobilizing almost every scientist throughout the whole nation and funding from governments, business companies, and even foreign countries in 1880. Through such a fair policy to distribute gathered research funds rationally, this system did work as an effective protector who set individual scientist free from such ruling powers as regime, capital, and army. It also encouraged scientists to collaborate with other scientists, who are not only working in different fields and areas but also living in various regions and countries, for the design and performance of research projects which need more time and concentrated effort.

    This study explores the historical and social contexts from which the self administrative system of German science emerged and its implications in terms of scientific development. Modern science attempted to gain a body of certified knowledge about the natural world without considering its economic and practical utility-value.
