This study aims to systematically analyze the impact of urban expansion based on zoning systems on vehicle energy consumption and to empirically identify the differential effects of three spatial pathways of zoning changes on vehicle energy consumption. Urban expansion refers to the outward extension of a city's physical boundaries, accompanied by changes in urban spatial structure and land use patterns. These spatial changes directly influence residents' travel distances and transportation mode choices, ultimately becoming significant factors in shaping vehicle energy consumption patterns. Korea's zoning system has served as the foundation of urban planning and a key policy instrument for rational land use and efficient arrangement of urban functions. However, issues such as rigid operation and indiscriminate suburban development have been continuously raised.
This study sought to quantitatively identify the differential impacts of three spatial pathways of zoning changes-incorporation of non-urban areas, conversion between existing zones, and finalization of unspecified zones-that have been overlooked in existing research, on vehicle energy consumption. Additionally, by systematically analyzing the moderating effects of household socioeconomic characteristics on these relationships, the study aimed to comprehensively understand the impacts of urban planning policies on energy consumption in the transportation sector and environmental sustainability, and to suggest policy directions that consider socioeconomic equity.
The spatial scope of the study encompasses 17 metropolitan cities and provinces in Korea, while the temporal scope is set from 2017 to 2022 for zoning change analysis and from 2018 to 2022 for vehicle energy consumption analysis. To identify the medium to long-term impacts of zoning changes on vehicle energy consumption through urban space formation and changes in residents' movement patterns, a one-year time-lag effect was adopted as a key design, conducting
empirical analysis from 2019 to 2022. For analytical data, a three-level hierarchical panel dataset of household-region-time was constructed by combining zoning change data from the Korea Land Information Corporation and household energy survey data from the Korea Energy Economics Institute.
Methodologically, this study applied a panel-based Hierarchical Linear Model to comprehensively analyze multilevel spatial structures and temporal changes. This methodology offers methodological advantages by reflecting a three-level hierarchical structure of household (Level 1)-region (Level 2)-time (Level 3), simultaneously considering microscopic characteristics of individual households, macroscopic regional characteristics, and temporal change patterns. Particularly considering that vehicle energy consumption is a complex phenomenon occurring within the multilevel structure of household-region-time, the model was designed to systematically analyze the impacts of variables at each level while appropriately controlling for intra-group correlations. The validity of the research model was verified through Intraclass Correlation Coefficient (ICC) analysis, and the appropriateness of applying the hierarchical model was confirmed as regional-level variance was statistically significant in all models.
The empirical analysis results confirmed that zoning changes have statistically significant impacts on vehicle energy consumption, with the direction and magnitude of impact varying by zoning type and change pathway. Residential/commercial/industrial area expansion generally increased vehicle energy consumption (β=0.017, p<0.05), while green β area expansion decreased it (β=-0.252, p<0.01). This empirically β demonstrates that residential/commercial/industrial area expansion increases vehicle dependency through dispersal of urban functions and increased travel distances, while green area expansion decreases vehicle
use through improved pedestrian environments and increased short-distance activities.
Analysis by three spatial pathways of zoning changes revealed that finalization of unspecified areas to residential/commercial/industrial areas had the greatest impact on increasing vehicle energy consumption (β=6.212, p<0.01). This is interpreted as the formation of vehicle-dependent transportation infrastructure and land use patterns during the process of finalizing unspecified areas. Conversion from non-urban areas to residential/commercial/industrial areas also showed
significant effects on increasing vehicle energy consumption (β=0.056, p<0.1), although the effect was relatively smaller. In contrast, conversion from non-urban areas to green areas significantly contributed to reducing vehicle energy consumption (β =-0.033, p<0.01), demonstrating that systematic incorporation of green areas can enhance urban spatial efficiency and reduce vehicle fuel consumption.
A particularly noteworthy finding is that household income and housing type (apartment residence) significantly moderate the relationship between zoning changes and vehicle energy consumption. Cross-level interaction analysis showed that regional heterogeneity in the impact of income on vehicle fuel consumption was statistically significant across all models (random slope variance p<0.01), indicating substantial differences in how household income affects vehicle fuel consumption depending on the regional context of zoning changes. Differences in the impact of zoning changes were also observed between apartment-dwelling households and non-apartment-dwelling households, suggesting complex effects of the interaction between housing types and urban spatial structures on energy consumption.
The academic contributions of this study can be evaluated in three main aspects. First, it deepened theoretical understanding of the relationship between urban planning systems and energy consumption by systematically identifying the pathways through which the institutional mechanisms of the zoning system affect urban expansion and vehicle energy consumption. Second, it enabled a more sophisticated understanding of zoning change mechanisms by quantifying the
contributions of three spatial pathways of zoning changes and empirically identifying their differential impacts, addressing gaps overlooked in existing research. Third, it identified how the effects of urban planning policies differ by socioeconomic class and residential environment through systematic analysis of cross-level interactions between household characteristics and regional characteristics using a three-level hierarchical structure of household-region-time with panel HLM.
The findings of this study have the following policy implications. First, strategic placement and balanced development of residential/commercial/industrial areas and green areas in the urban planning process are crucial for managing vehicle energy consumption. Second, customized urban planning policies considering the differential impacts of zoning changes are necessary. In particular, finalization of unspecified areas to residential/commercial/industrial areas causes the largest increase in vehicle energy consumption, so complementary policies such as preemptive construction of public transportation infrastructure should be implemented during such processes. Third, the development of integrated urban and transportation policies considering socioeconomic equity is required. Considering the differential impacts based on income and housing types, complementary policies should be established to ensure transportation accessibility and mobility for low-income households. Fourth, an integrated approach to zoning planning and transportation policy should be strengthened. A comprehensive planning system should be established to systematically evaluate transportation impacts when formulating zoning plans and to proactively respond to changes in transportation demands resulting from zoning changes.
In conclusion, this study contributed to filling gaps in existing research and advancing academic and policy discussions by analyzing the relationship between urban expansion based on zoning systems and vehicle energy consumption from multilevel and dynamic perspectives. These research findings are expected to provide important implications for exploring innovative approaches to zoning planning for climate change response and sustainable urban development.
