성인지 예산서 작성을 위한 지표개발 및 분석기법 = Developing Indicators and an Analytical Technique for Gender-Responsive Budget Statements

This paper presents a new analysis methodology that overcomes the limitations of previous gender-responsive budget analysis methods. The main purpose of this study is to conduct an exemplary analysis through the use of a new analysis methodology and to present its results. The new methodology presented in this paper clarifies the concept of the level of gender equality that accurately reflects the structural gap between the policy needs of men and women, and connects this to the actual development of an indicator for gender analysis. This paper presents a new analytical method that controls for the structural factors that produce the essential differences in the policy needs between men and women. This paper argues that these gender-gap factors have been overlooked in previous studies, and demonstrates that the new analytical method generates significantly different results from those presented by previous analytical methods.

국문 초록 (Abstract)

본 연구는 기존의 성인지 예산 분석방법이 갖고 있는 한계점을 극복하는 새로운 분석방법론을 제시하고 이를 활용하여 사업 유형별로 예시적 분석을 수행하여 그 결과를 제시함을 목적으로 수행되었다. 본 연구에서 제시하는 새로운 성인지 예산 분석방법의 핵심은 구조화된 남성과 여성 간의 정책수요에 대한 격차를 반영한 성별 형평화 수준의 개념을 명확히 하고 이를 성인지 분석을 위한 지표 개발과 연관시켜 분석하는 것이다. 성별 형평화의 목적달성을 위해서는 불평등의 실태 파악 뿐 아니라 구조화된 불평등의 원인을 파악하는 작업이 중요한데, 불평등의 원인 요소가 반영된 지표, 즉 성별격차요인 지표를 통하여 구조적 불평등 원인을 통제하였고 다른 세 가지 지표 투입지표, 산출지표, 결과지표를 활용한 단계적 분석방법도 제시하였다. 또한 선행연구들에서 사용된 기법들과 본 연구에서 새롭게 제시된 기법은 유의미하게 다른 실증분석 결과를 산출해 냄을 예시적 실증분석을 통하여 제시하였다.
