국가의 변혁능력을 위한 정책 네트워크 = 헤게모니 담론, 전략관계, 그리고 구조적 맥락

국문 초록 (Abstract)

국가의 변혁능력이 가지는 권력의 형태는 국가가 IMF 프로그램을 실행하기 위해 구축한 정책 네트워크 상에서 변증법적으로 상호작용하는 세 차원의 권력관계(헤게모니 담론, 전략관계, 구조적 맥락)에 의해 결정된다. 이 글은 이 명제가 이론적인 타당성을 가지는 지를 집중적으로 검토한다. 경험적 논의의 대상으로 이 글은 노사정위원회를 주목하면서, 그 활동과정에서 지구적 자본이 국가의 변혁능력을 통해 지배력을 행사하게 되는 점을 밝혀낸다.

다국어 초록 (Multilingual Abstract)

This paper seeks to address the question: how global capital represented as the IMF and World Bank exercises its power over the policy networking among the state, business and organized labour through the state capacity for management of financial crisis. For the sake of analysis, we put forwards an analytical framework that has three dimensions consisting of hegemonic discourse, strategic relations and the structural context of institutional arrangements. The analysis leads to clarifying the three dimensions of dialectical process of power relations in the policy networking implicated by government, business and labour. As an empirical referent, Presidetial Tripartite Commission is taken. The case review reveals that global capital exerts its power over the policy networking surrounding the Commission through the state’s restructuring project imposed by the IMF and World Bank.
