국문 초록 (Abstract)

글로벌금융위기가 전 세계에 파급되고 있고, 이어서 각국의 실물경제까지 위기로 내몰고 있는 상황에서 세계 각국은 대규모 SOC투자를 계획하고 있어서 어느때보다 효율적인 SOC투자정책이 요구되고 있다. 정보화시대와 신산업사회 속에
서 지난 반세기 동안 비약적인 발전을 거듭해 온 한국경제가 안정적 성장단계로 접어들면서 민간부문의 역할이 크게 강화되는 등 여건의 변화로 과거 공급위주의 SOC투자에서 벗어나 수요를 반영한 SOC투자가 요구되고 있는 것이다. 이를
위해서 본 연구는 국가 산업의 기반이 되고 지역 간의 불균형을 해소하고 나아가 국가경쟁력을 높일 수 있는 교통기반시설을 중심으로 SOC의 수요구조를 이론적, 실증적으로 파악하고, 이를 바탕으로 개별 SOC수요함수를 추정하고자 하였다. 구체적으로는 우리나라의 1970-2005년간 자료를 이용하여 도로, 철도, 항만, 공항의 교통부문 인프라 SOC수요를 미시적 접근방법에 의하여 계량적으로 분석하였다. 이와 함께 추정결과를 바탕으로 SOC투자정책에 대한 소비자의 후생분석
을 하고, 향후 우리가 나아가야 할 바람직한 정책적 시사점을 제시하고자 하였다.

다국어 초록 (Multilingual Abstract)

Under the current situation that global financial crisis is widespread and its consequent real economic crisis is spilled over the world, each country is preparing a huge amount of SOC investment. The purpose of this study in this situation is to build up a new demand function for SOC sector and investigate the structure of SOC demand for the efficient SOC investment policy. The study has made an effort to come closest to the essential meaning of demand and its marginal willingness to pay by setting the model from the consumer utility maximization. The SOC demand function is estimated over the period 1970-2005 in Korea assuming that price formation of SOC is the resulting effect of predetermined amount of SOC supplied and disturbance factors like government policy. Although the estimation has a limitation on the estimated data from the past performances, the results of this study will contribute to provide the alternative methodologies to estimate the SOC demand function and will serve as a basis of policy analysis by examining policy effects on the SOC demand in the future.
