정보화시대, 모바일 투표의 가능성과 한계에 관한 일 고찰- 민주통합당의 모바일 투표 사례를 중심으로 = A Study on the Possibilities and Limitations of Mobile Voting in Korea: Focusing on the Case of Democratic United Party in 2012

The information age brings about many interesting changes to partypolitics. Nevertheless, it has long been an open secret that the traditional partysuffers the decrease in the party members and there exist undemocratic issues inthe party system. There have been, however, active discussions about analternative to overcome the crisis that the party is facing. In fact, an electronicparty(e-party) has become a leading trend, enhancing the democratization,transparency and efficiency of traditional parties. This study pays attention toparty politics in the information age, analyzing the possibilities and limitations ofmobile voting. The mobile voting has become an evolutionary format of a newlyemerging electronic party as a vehicle of civil participation. The researchexamines how the mobile voting affects the procedure of executive andcandidate selection in the Democratic United Party in 2012. The findings showthat there was the increase of citizen participation in the election for the party. The research, however, displays that the mobile voting has the limitedadvantages. The study also discusses the limitations of the mobile voting withrespect to the purpose of its application, its operational process, the voteequivalence, and technical errors.
