This essay aims to review ten year's experience of National Human Rights Committee about the field of police, prosecutor's service, and prison system. It is composed of three parts.
Chapter Ⅱ analyses the statistics. It shows that there have been too much dismissals and rejections. This might result from political reason. Therefore, another reexamination procedure is to be made and some important cases of dismissal or rejection are to be causes of the System-Reform Recommendation.
Chapter Ⅲ reviews a few of examples of the Committee's decision. There have been a lot of desirable cases. In the field of Prison System, especially, some decisions have changed not only the Rules but old routine practices. However, this essay points repeatedly the System-Reform Recommendations of the Committee have not been enough. Because the first and foremost duty of the Committee is not only to help just one-time asking but to find root causes of human rights issues and give systematic alternatives.
Finally, chapter Ⅳ proposes three points to improve the Committee's activity. The first one is to be independent of any influence of government, including political power. Secondly, it is necessary that the Committee should do more Recommenadtions, in particular, the System-Reform Recommendation and the Expression of the Opinion about the Legislative Bill related Human Rights. The third one is to have a broad viewpoint of Human Rights. For this, it is necessary to get out of the formal legalism and to reinforce the relationship with the civil human rights groups. Futhermore, the composition of the Committee should be more diversified.
