교육감의 책무성 제고를 위한체제 구축 방향 = A Study on the System Building to Enhance the Accountability of the Superintendent in Korean Provincial Educational Administration

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze and search a conceptual structure and limitation of accountability of the Superintendent of Education(SOE) and suggest some alternatives of system building for enhancing accountability of SOE.
The concept of accountability of SOE is that the educational stakeholders provide incentives, sanctions and feedbacks to SOE through evaluating the process and product of accounts and roles which SOE should implement. And the limitations of evaluation of accountability of SOE are presented as follows; discretion of SOE, qualitative and invisible characteristic, moral and professional blank of judgment, indefinite definition, etc.
The policy alternatives of system building presented in this article are as follows; firstly, the moral and professional accountability of SOE should be emphasized as much as the administrative and legal accountability of SOE. Secondly, the evaluation of accountability of SOE should attach much importance to the processes and contexts, issues and problems, their alternatives which can confront and search when SOE implements his roles and accounts. Thirdly, the accountability of SOE should be evaluated in a deep, comprehensive and systematical level considering the limitations of accountability of SOE, that is, discretionary disposition, an indefinite definition and blank of judgment, etc.

국문 초록 (Abstract)

이 논문은 교육감 책무성의 개념과 그 구조, 교육감 책무성의 한계점 등을 이론적 수준에서 분석함으로서 교육감 책무성의 역동적인 구조와 실제를 이해할 수 있는 논리적 틀을 제시함은 물론 이를 바탕으로 교육감의 책무성 제고를 위한 체제 구축 방향을 탐색하였다. 교육감의 책무성의 개념 구조는 교육당사자들이 교육감에게 위임한 권한과 책임을 교육감이 어떠한 이유와 방식으로 수행했으며, 그 결과는 어떠한지를 묻고 계산하고 평가하고, 그 결과에 따라 보상과 제재를 함으로서 교육감에게 피이드백하는 것이다. 그동안 교육감의 책무성 체제는 교육감의 행정적 사무 처리 또는 교육개혁방안에 대한 이행 여부 등에 대한 행정적, 객관적, 탈맥락적, 단기적 관점으로 접근해 왔다. 앞으로 교육감의 책무성은 교육 실천에 관한 전문적 지식과 기술을 십분 발휘하고 도덕적 판단과 결정 및 행위를 제고할 수 있도록 실천적 상황, 맥락 및 과정에서 발생되는 장애 및 문제, 갈등 및 쟁점사항, 우수사항 등을 드러내는데 도움을 주는 책무성 체제를 지향해야 할 것이다.
