Abstract: The purpose of this study is analyze the patterns of the decision-making process in North Korea policy while Park Geun-hye’s government, based on bureaucratic politics model. This study relies on secondary papers, including scholars who worked in government, media articles representing diverse political ideology, president speeches, and autobiographies or memoirs while that period. In the process of determining North Korea policy, the Ministry of Unification tended to prioritize communication, otherwise officials in the Blue House placed greater emphasis on national security. It confirmed that Blue House officials generally dominated the Ministry of Unification. Also, phenomenon of bureaucratic politics exhibited dual outcomes. Bureaucratic politics was strongly expressed in the decision-making process of North Korea policy while Park Geun-hye’s government. Although they appeared inconsistency in implementation of policy, the competition among actors can be seen as an aspect of democracy and may contributed to the development of more sophisticated policies. Finally, this study suggests directions for future research, including the power dynamics between Blue House officials and president, the relationship between autonomy-oriented and alliance-oriented bureaucrats in progressive administrations, and the status of bureaucratic politics model.
