아이돌봄지원사업의 현황 및 개선방안 연구 = A Study on the Actual State and Improvement of Child Care Support Services

Objective: The purpose of this study is that the increase in double-income families and nuclear family phenomenon are causing a difficulty in child care. At this time when the child care support service is activated, there is a difficulty in improving policies due to the lack of actual user-centered research or official policy data.
Methods: This study analyzed the actual state of the child care support policy in terms of allocation, benefit, delivery system, and finance using the policy calculation analysis framework of Gilbert and Terrell (2005).
Results: First, in terms of allocation, child care services tend to have a universal and comprehensive approach because any child under the age of 12 can use the service. Since each ministry provides similar care services, it is necessary to measure the demand, and care should be taken to prevent users from being excluded from qualifications when checking the income standards of those eligible for government support. Second, in terms of benefit, there are part-time and full-time care services, and there is a usage fee, and regional salaries are different, so improvement is required. Third, centralized and publicized child care services are delivered to families using each service under the delivery system hosted by the Ministry of Gender Equality and Family, but it is necessary to check the consignment standards of service providers and manage service quality. Fourth, in terms of finance, the amount and quality of services are determined by the financial independence of local governments, requiring realistic financial support from the central government.
Conclusion/Implications: Based on the analysis results, it is hoped that it will be helpful to understand the actual state of child care support services in detail, present improvement measures necessary for the practice, and further solve the problem of work-family balance and low birth rates.
