지역노동시장 권역 식별과 그 정책적 함의 : 경남 지역의 사례

국문 초록 (Abstract)

본 연구는 경남 지역을 대상으로 지역노동시장 권역의 식별을 시도하였다. 통계청의 지역별고용조사 마이크로데이터를 이용하여, 통근권을 기준으로 지역노동시장 권역을 식별하는 방법을 채택하였다. 경남 지역의 18개 시군을 기초 공간 단위로 하고, 중심 권역과의 유출입 이동 건수를 고려하여 단계별로 권역 을 알아본 결과, 5개 지역노동시장 권역이 잠정적으로 도출되었다. 그리고 수요자급률, 공급자급률, 거주지- 근무지 비율 등과 같은 노동이동 지수를 중심으로 5개 지역노동시장 권역에 대한 노동이동을 분석하였다 . 또한 지역노동시장 권역 설정에 따른 외부 효과의 내재화, 규모의 경제 실현, 지자체의 조직과 예산의 정 비, 노동시장정보망 등에 관한 정책 함의를 살펴보았다.

다국어 초록 (Multilingual Abstract)

This paper presents the results of a regionalization exercise with the aim of identifying local labor market areas in Kyeongnam Province. Using a set of micro-data from the NSO’s Regional Employment Survey, it draws on the regionalization method to define Travel-to-Work Areas. The regionalizatipn process is carried out in several stages which include defining eighteen cities and counties in Kyeongnam Province as base spatial units, and considering the number of commuters between central foci and each base spatial unit. As a result, five local labor market areas can be allocated in Kyeongnam Province. Centering on labor mobility indices such as demand-side self containment ratio, supply-side self containment ratio, and housing or working ratio, labor mobility in five local labor market areas are examined. Finally, it suggests policy implications of internalization of external effect, economies of scale, restructuring of organization and budget in local governments, and labor market information network.
