With the advent of the digital media era, there were significant changes in news consumption behavior of readers consume news content over existing newspapers, magazines, etc. Readers were mainly used for news contents via the Internet and mobile devices. To keep pace with this trend, the news contents publishers also tried to change but actually, users are searching and using the news content mainly via the Internet portal such as ``Google``. Although Portal which enjoys a monopoly over the network has been expanding related businesses and has benefited enormously from traditional publisher`s news contents, The press publishers which has been produced, distributed news contents are struggling, such as advertising revenue has plummeted. Accordingly, The opinion that the protection needs through the introduction of neighboring rights has emerged. Neighboring right is an intellectual property right of a performer or of an entrepreneur such as a publisher, broadcaster, or producer who is not the person creates the works, but has contributed to the delivery of works to the consumers or has invested capital. Compare with the performers, producers of phonograms, broadcasters protected by neighboring rights, It seems that there are no other opinion regarding to the point that the press publishers also need legal protection. But it is a question with respect to an acceptable choice to grant the exclusive rights like neighboring rights. Recently, across European Union countries, the introduction of press publisher`s neighboring rights has been materialized in the form of new legislation, has been causing a lot of controversy. Under the circumstances that the use form of news contents is diversified because of the proliferation of the Internet and mobile devices, this kind of discussion is an urgent issue to us. This study is analyzing related legislative trends and legislations of EU countries.
