부산지역 국비･시비 R&D사업의 기술융합 네트워크 비교 연구 = Comparative Analysis of Technology Convergence Networks of National and Municipal R&D Projects in BUSAN METROPOLITAN CITY

국문 초록 (Abstract)

본 연구는 2021~2024년 부산광역시에서 수행된 국비 R&D사업과 시비 R&D사업의 융합과제를 대상으로 기술융합 네트워크의 구조적 특성을 비교 분석하였다. 과학기술표준분류 가중치 100 미만 융합과제를 추출하여 4개년 전체 데이터로 사회연결망분석을 수행한 결과, 부산시 시비 R&D의 융합과제 비중은 48.9%, 부산시 국비 R&D의 융합과제 비중은 47.4% 로 도출되었다. 네트워크 중심성 분석 결과, 국비 R&D는 정보이론(EE01) 중심의 ICT 융합이 지배적이었지만, 시비 R&D는 소프트웨어(EE02), 조선･해양시스템(EA10) 등 부산 주력산업 연계 기술의 융합이 두드러졌다. 적용분야에서 국비 R&D는 기초연구 목적이 강하지만 시비 R&D는 제조업과 서비스업 적용이 활발하여 산업 현장 지향적 특성을 보였다. 본 연구는 중앙-지방 R&D의 융합 네트워크를 비교한 최초의 실증연구로서 지역 R&D 전략 수립에 실증적 근거를 제공한다.

This study conducts a comparative analysis of the structural characteristics of technology convergence networks in nationally-funded R&D projects and municipally-funded R&D projects carried out in Busan Metropolitan City from 2021 to 2024. Convergence projects were extracted based on a Science and Technology Standard Classification weighting threshold of below 100, and social network analysis was performed on the full four-year dataset. The results indicate that convergence projects accounted for 48.9% of municipally-funded R&D and 47.4% of nationally-funded R&D in Busan. Network centrality analysis revealed that nationally-funded R&D was dominated by ICT convergence centered on information theory (EE01), whereas municipally-funded R&D exhibited prominent convergence among technologies linked to Busan's key industries, including software (EE02) and shipbuilding and marine systems (EA10). In terms of application areas, nationally-funded R&D demonstrated a stronger orientation toward basic research purposes, while municipally-funded R&D showed active application in manufacturing and service industries, reflecting an industry-driven characteristics. This study represents the first empirical investigation to comparatively examine convergence networks between central government and local government R&D, thereby providing an empirical foundation for the formulation of regional R&D strategies.
