The city of Pelileo was planned as a Monocentrality, with an agricultural vocation, for the 1970s. However, due to several factors such as the economic growth of Ecuador, specialization in textile activities, migration, poverty and construction, the population of Pelileo has urbanized rural areas (polycentrality), very distant from the city of Pelileo, reaching a population of 80 thousand inhabitants.
This rapid urbanization affected the public services in the city, especially the accessibility of infrastructure services. Over time, the number of people living in a safe and healthy environment has steadily declined. Approximately 60% of the urban population lives in underdeveloped areas or with limited primary quality resources, such as drinking water supply, sewerage, and solid waste collection. Due to inadequate infrastructure, the city faces significant issues that need to be urgently addressed, such as air pollution, traffic congestion, and soil waste pollution. Currently, there are not enough financial resources in Pelileo to solve these problems, so it is necessary to build and improve the collection capacity of the primary source of income, which is the property tax of the city of Pelileo.
This study is the first work done to address this problem. Since 2010, the city of Pelileo has maintained an outdated land valuation system (Substitution method). The study has been based on information provided by citizens through the daily transaction of properties at the county level.
Mismanagement of the city's land value calculation and preliminary analysis have led to ineffective action to increase budget revenue. The researcher considers a reasonable possibility of increasing the property tax through a fair land value applying a more standard valuation model (Market comparison method), which is more dynamic and easier to handle both by technicians and Authorities. The study's objective is to offer a way to increase the property income of the city of Pelileo, renewing and reforming the policy on real estate property. A sampling of 528 transactions was carried out, mapped within a territorial scheme, a helpful method to identify the clear trend on the property tax.
