소규모 가정내 영아보육지원센터 모형 연구 = A Model of Home-based Care Support Center forInfant Care in Korea

The study is to develop a model of home-based care support centers for infant care in order to help care-givers and to supervise individual home care service, which has not been legalized in Korea. The model developed in this study was based on the opinions of parents, child care-givers, and directors at child care facilities, and the data on in-home care regulations and supporting systems in six countries. The model of home care support center in the study included the basic conceptual frameworks of the support centers and home-based care services, and included two establishment models of home care support centers, public and community, and the program activities to support and supervise home care settings to be legalized in the near future, in Korea.

국문 초록 (Abstract)

◈본 연구는 주요국가에서 이미 제도화 되어 있는 소규모 가정내 영아보육의 지원체계에 관한 검토와 국내의 영아보육 수요자와 공급자의 가정내 영아보육 제도화에 대한 의견조사를 기초로, 가정내 영아보육 지원체계로서의 영아보육지원센터 모형을 제시한 것이다. 영아의 어머니, 보육교사와 시설장들의 가정내 영아보육 제도화의 필요성, 제도도입의 문제점, 지원센터의 기능과 지원업무 담당기관 등에 대한 의견을 종합하고, 선진 6 개국의 가정내 영아보육에 대한 행정 및 재정지원체계, 서비스아동 규모, 종사자 자격규정, 지원기구의 성격 등을 비교, 고찰함으로써 한국에서의 소규모 가정내 영아보육 제도화의 가능성과 영아보육지원센터 모형개발을 위한 시사점을 찾았다. 영아보육지원센터 모형은 행정적 위치와 기능, 인적구성, 물리적 환경 등의 기본개념을 제시한 후, 국내에 적용 가능한 국공립과 민간자율형의 두 설립모형을 제안하였다. 영아보육지원센터의 프로그램 모형에는 영아보육교사 지원과 관리감독, 상호협력 및 연계 등, 구체적 활동 내용을 제시하였다.
