전문가 및 주민 인식 비교를 통한 어촌뉴딜300사업 공간환경 마스터플랜의 실증적 분석 - 군산 명도항을 중심으로 - = An Empirical Study on the Spatial Environment Master Plan of the Fishing Village New Deal 300 Project Based on Expert and Resident Perception Comparison - A Case Study of Myongdo Port, Gunsan -

국문 초록 (Abstract)

본 연구는 어촌뉴딜300사업의 선도지구인 군산시 명도항을 대상으로, 공간환경 마스터플랜의계획–이행–체감 간 연계성을 실증적으로 분석하였다. 어촌뉴딜300사업은 어촌의 정주여건 개선과지역활력도모를 목표로 추진되었으나, 계획의 실제 반영과 주민 체감에 대한 연구는 부족하였다.
이에 전문가와 주민을 대상으로 중요도–만족도 분석(IPA)을 실시하여 양 집단의 인식 공통점과차이를 비교하였다. 분석 결과, 전문가 집단은 중요도와 만족도가 유사하게 나타났으나, 주민 집단은 만족도가 낮게 인식되어 일부 요소에서 계획–이행–체감 간 간극이 확인되었다. 이러한 결과는 공간환경 마스터플랜이 물리적 공간 조성을 넘어 주민 참여와 체감 성과를 반영한 실행 중심의 관리체계로 발전할 필요가 있음을 시사하며, 향후 어촌 공간계획의 실효성 제고를 위한 기초자료로 활용될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study empirically examined the linkage between planning, implementation, and perception (plan-implementation–perception) of the Spatial Environment Master Plan in Myongdo Port, a leading district of the Fishing Village New Deal 300 Project. Although the project aimed to improve living conditions and revitalize fishing villages, research on its practical outcomes and residents’ perceptions remains limited. Using Importance–Performance Analysis (IPA), experts and residents were surveyed to compare their perceptions. Results showed that experts rated importance and satisfaction similarly, whereas residents reported lower satisfaction, revealing a perception gap. The findings suggest that the Spatial Environment Master Plan should evolve into a participatory, performance-oriented management system that reflects residents’ experiences and supports effective spatial planning in fishing villages.
