대구·경북 지역발전과 2012년 양대 선거 = 대구경북지역의 대안적 발전방안

국문 초록 (Abstract)

이글은 대구경북지역발전을 둘러싼 경제 환경의 변화와 그 실태를 분석하고, 이에 기초하여 몇 가지 정책대안을 제시하였다. 최근의 기술혁신과 생산성 향상을 통한 ‘부의 창출’은 세계적 차원뿐만 아니라 국가, 지역 심지어 대도시 지역 내에서의 새로운 불균형발전의 동인이 되고 있다. 우리나라에서도 서울과 지방, 수도권과 비수도권 간의 발전의 양극화는 더욱 심화되고 있다. 그동안의 정책적 노력에도 불구하고 그 효과에 부정적이다. 따라서 기존의 지역발전정책에서 탈피하여 지역의 내부 역량을 강화하는 새로운 패러다임으로의 전환이 절실하다. 이러한 패러다임에 입각한 대구경북지역의 대안적 발전방안으로 ① 지방분권과 연대를 통한 중앙논리에 대응할 힘을 키워야 하며, ② 대경경제권, 영남경제권 나아가서는 남부경제권의 광역경제권 구축으로 지역경제의 ‘규모의 경제’의 실현을 통한 국제경쟁력 강화, ③ 국가정책의 현지화로 지방정책의 일관성 확보를 통한 내생적 역량 강화, ④ 지역의 개방성과 다양성의 확보 그리고 ⑤ ‘영남권 신국제공항(남부권 국제공항)’의 건설을 제시한다.

다국어 초록 (Multilingual Abstract)

This article has attempted to analyse the changing of socio-economic milieu and the actual condition surrounding Daegu-Gyungbuk province. In addition, I have proposed some political alternatives which is based on this analysis. The ‘creation of wealth’ through technical innovation and growth of production seems to affect uneven regional development not only global level but also national and regional level even local level included cities. In Korea, the regional developmental gap between metropolitan area and non-metropolitan area (between capital city, Seoul and non-capital city area) is deepening. Although national and/or local government tried to reduce the regional disparity, that result was unsatisfactory. Consequently, there is a need a paradigm shifting that makes to strengthen regional capacity broken up top-down regional development paradigm. Among the most important alternative regional development policy for Daegu-Gyungbuk region, I suggested that: 1) decentralization of power and making solidarity with non-capital areas, 2) enhance Daegu-Gyungbuk province’s international competitiveness via build up a great-sphere economic area which is realized an economy of scale, 3) Daegu-Gyungbuk region needs to strengthen an endogenous capacity through localized regional policies, 4) making a region which has a diversity and openness, 5) construction of international airport of Southern part of Korea.
