한국 문화예술 지원 정책의 팔길이 원칙 이념과 실현의 문제 = The Ideology and Reality of Arm’s Length Principle in Culture/Arts Funding Policy - Focused on Blacklist Case -

국문 초록 (Abstract)

일반적으로 한국의 문화예술 지원 체계는 문화예술위원회의 도입 등으로 인해 제도적으로는 영국과 유사하나 제도의 운영에 있어서는 중앙 정부 중심적인 프랑스의 거버넌스 체계와 유사성을 지니고 있다고 진단한다. 그러나 박근혜 정부의 문화계 블랙리스트 사건을 통해 살펴본 우리의 문화예술 지원 정책은 영국식도 프랑스식도 아닌, 정치적 순응을 목표로 한 ‘기술자 모델’에 가깝다. 또한 그것은 외형적 제도와 무관하게 한국의 문화예술 정책에서 작동하고 있는 이면적 정책 구조와 연관되어 있다. 이 연구는 팔길이 원칙의 실현 기제인 정부 산하 위원회가 법적으로는 명목적 독립성을 유지하지만 실질적 독립성을 확보하고 있지 않으며, 정부 보조금을 분배하는 정책 집행 단계에서는 강제적 순응을 강요당하고, 위원회 내부에서는 타산적 순응이 뒷받침되면서 블랙리스트 사건이 현실화 되는 구조를 분석하였다.

다국어 초록 (Multilingual Abstract)

The cultural blacklist case of the Park Geun‐hye government is a representative example that changed the culture/arts funding policy as a strong social control policy. This study explained how the principle of ‘arm’s length’ that the government supports but does not intervene has been legislated in Korea and analyzed its policy realization process through specific case. This paper also evaluated the effectiveness of the system improvement measures proposed by the Ministry of Culture, Sports and Tourism after the blacklist case. The result of the analysis shows that the government subcommittee, which is the realization mechanism of the principle of arm length, maintains independence for the purpose of law but does not secure substantive independence. And it shows that the blacklist case has become a reality in the policy execution stage of distributing government subsidies which the compulsory compliance is forced. Even if the backward procedure and compulsory adaptation structure done by the legal intervention and pressure of the policy enforcement stage are removed, the problem of support bias shown in the domestic cultural support policy can be improved considerably.
