The project operator of the current housing renewal project creates maintenance infrastructure through contributed acceptance, and additionally secures business feasibility by providing easing construction plan-related laws such as raising the floor area ratio of the project site and easing height restrictions.
The maintenance infrastructure created by such donation is a public facility that can improve the quality of life of residents, such as roads, parks, and parking lots, and contributed acceptance is a means of enhancing the publicity of housing renewal projects by improving the community environment.
About 45% of the maintenance infrastructure donated is parks and green areas, and a number of parks are being created during the maintenance project, and some of the donated parks only comply with the minimum standards of related laws. Moreover, unlike the purpose of the construction, the accessibility of residents in nearby areas is created in a location and form that is not considered, raising concerns about the privatization of the park and the loss of publicity.
Previous studies are being conducted from various perspectives on donated parks, but existing studies on the current status and use status are difficult to identify the overall location characteristics of donated parks and analyze the overall location type and accessibility of donated parks.
Accordingly, the purpose of this study is to analyze the current status and location characteristics of the donated park in the Seoul Metropolitan Government's housing renewal project, which has been completed over the past 10 years.
Research methods such as analysis of related regulations and literature, analysis of prior studies, analysis of the status of contributed acceptance and donated parks, and classification and analysis of donated parks were used to analyze this.
First, the related regulations and literature of the housing renewal project contributed acceptance and donated park were analyzed. Second, previous studies related to the current status and use of donated parks and the publicity of public spaces were analyzed. Third, the location characteristics of the donated park were identified, categorized, and analyzed by type by investigating the status of contributed acceptance in the housing enewal project area corresponding to the scope of the study. Fourth, an on-site survey was conducted to investigate the specific creation status of the donatied park derived as a case of lack of access according to the type analysis.
There were 147 parks to be analyzed, and a total of five meaningful types were identified in the type classification according to the plane characteristics, and a total of three types were identified in the type classification according to the cross-sectional characteristics. As a result of type classification according to plan characteristics, 72 two-sided parks were located at the edge of the project area and 48.98%, and 123 and 83.68% were all level-matched parks with the same level of parks, roads, and apartments.
In the type classification according to plane characteristics, 7 and 4.76 percent of parks were located inside the project area and not in contact with the road, and 15 and 10.20 percent were created at a different level from roads or apartments.
