디지털 배지의 권력 구조화 현상과 윤리적 쟁점에 관한 고찰 = A Review on the Power Structuring and Ethical Issues of Digital Badges

국문 초록 (Abstract)

본 연구는 최근 국내에서 디지털 배지의 본격적인 도입이 이루어지고 있는 현 시점에서, 디지털 배지의 데이터 기반 효율적 관리 특성이 곧 효율적 감시로 전환될 수 있다는 문제의식을 바탕으로 디지털 배지의 권력 구조화 현상과 윤리적 쟁점에 관해 고찰하였다. 특히 디지털 배지가 시각적 인증서로서 감시와 권력 구조의 상징적 역할을 수행한다는 점에 주목하여, 이를 설명하는 이론적 틀로 파놉티콘과 슈퍼파놉티콘을 활용하여 디지털 배지의 감시체계 및 권력 구조를 비판적으로 검토하였다. 연구 결과, 디지털 배지가 학습자와 기관 간의 불균형한 권력 관계를 강화하고, 개인의 자발적 참여를 통한 자기 감시 체제를 형성하는 권력 구조화 현상을 확인할 수 있었다. 또한, 그에 따른 발급 기관 권위에 따른 배지의 가치 격차, 개인 정보 보호 문제, 자발적 상품화 및 등급화, 기관의 권력 구조 유지 및 강화와 같은 윤리적 문제들이 내재되어 있음을 발견하였으며, 이를 바탕으로 디지털 배지의 신중한 도입과 운영을 위한 결론 및 제언을 제시하였다.

This study reviews the power structuring and ethical issues associated with the adoption of digital badges, particularly in the context of their increasing implementation in South Korea. It examines the concern that the efficient data-driven management inherent in digital badges may evolve into a mechanism of efficient surveillance. Drawing on the theoretical frameworks of the panopticon and superpanopticon, the study critically analyzes how digital badges, as visual certifications, contribute to surveillance systems and power dynamics. The findings indicate that digital badges reinforce unequal power relations between learners and institutions, fostering a system of self-surveillance through individuals’ voluntary participation. Additionally, the study identifies several ethical issues, including disparities in badge value based on issuing authority, privacy concerns, the involuntary commodification and stratification of individuals, and the reinforcement of institutional power structures. The study concludes with recommendations for the careful implementation and management of digital badges to mitigate these concerns.
