The Ministry of Environment operates an environmental noise (manual) monitoring network based on the integrated operational guidelines for noise and vibration monitoring network to assess nationwide noise conditions. These guidelines provide criteria for selecting measurement areas and points, and environmental noise measured at these points can be considered representative of the area. However, directly applying the point selection criteria as outlined is difficult. This study developed the QGIS-fieldwork integrated model for selecting measurement points, consisting of two stages: areas and points selection. Measurement areas are identified using weighted evaluation indicators and QGIS-based data visualization to select administrative districts. These administrative districts are then mapped with special-purpose areas to define field survey zones, followed by field surveys to finalize measurement points. The application of this methodology in Mokpo City validated the selection of points for designated special-purpose areas. Expanding it to other cities is expected to evaluate the suitability of existing measurement points and improve the monitoring network’s reliability and consistency.
