    The aim of this research is to analyze the status of and reason for digital divide in America and Germany, and to study what kinds of respondent policies are operated to solve this problem by checking the main features of the respondent policies of both countries.
    The reason for this analysis comes both from the fact that this digital divide develops into a social problem and that a study on the respondent policies of governments is needed to find an alternative, along with, exact diagnosis on the causes of digital divide.
    In this context, I will summarize the concept of digital divide, categorize the causes of it, and discuss respondent policies and undergoing projects to solve the actual condition and digital divide of America and Germany.
