공공부문 퇴직예정자 재취업지원서비스 프로그램의 교육효과성에 대한 실증적 연구: 한국철도공사를 중심으로 = An Empirical Study on the Educational Effectiveness of Reemployment Support Service Program for Retirement-Scheduled Persons in Public Sector - Focusing on the case of Korail

This study is about the educational effectiveness of the reemployment support service program for the public sector retirees for the creation of middle-aged and social roles in the public sector in the aging society. The study was focused on the Korail. The subjects of this study were prospective retirees who completed the reemployment support service of Korail and empirical analysis was conducted using the structural equation model after the survey. The results of this study are summarized as follows: First, the satisfaction of life design program and the satisfaction of career design program among reemployment support service programs are as follows. It was found that there was a mediating effect between the understanding of curriculum and the educational effectiveness, that is, an indirect effect. Second, if only one course of life design or career design program is designed and operated, the overall educational effectiveness decreased by more than 40%. Third, life design program was significant in career design program and had a great influence on understanding and satisfying career design program. The results of this study have the following implications. First, in order to improve the understanding of curriculum and maximize educational effectiveness when designing reemployment support service program for prospective retirees, it is necessary to organize and operate life design programs and career design programs in a balanced manner. Second, as life design program satisfaction has a positive effect on career design program satisfaction, the life design program can be included in the curriculum, and the educational effectiveness can be maximized when operating. The results of this study are as follows: The effectiveness of the program for reemployment support service for retirees is analyzed by empirical analysis, it is meaningful that this system has been stabilized and presented a direction for being reborn as an effective program in the future.

국문 초록 (Abstract)

본 연구는 고령화시대에 공공부문 중장년 일자리 창출과 사회적 역할을 위해 공공부문 퇴직예정자 재취업지원서비스 프로그램의 교육효과성에 대하여 한국철도공사를 중심으로 살펴보았다. 연구대상은 한국철도공사 재취업지원서비스를 이수한 퇴직예정자이며 설문조사 후 구조방정식 모형을 활용하여 실증분석 하였다. 본 연구결과를 요약하면 다음과 같다. 첫째, 재취업지원서비스 프로그램 중 생애설계 프로그램 만족도와 진로설계 프로그램 만족도는 교육과정 이해도와 교육효과성 간 매개효과 즉 간접효과가 있는 것으로 나타났다. 둘째, 생애설계 또는 진로설계 프로그램 어느 하나 과정만 설계하여 운영할 경우 개별 프로그램 만족도 감소로 전체 교육효과성은 40% 이상 감소하는 것으로 나타났다. 셋째, 생애설계 프로그램은 진로설계 프로그램에 유의하였고 진로설계 프로그램을 이해하고 만족하는 데 큰 영향력을 미치고 있었다. 이와 같은 연구결과는 다음과 같은 시사점을 갖는다. 첫째, 퇴직예정자를 위한 재취업지원서비스 프로그램 설계시교육과정 이해도를 높이고 교육효과성을 극대화하기 위해서는 생애설계 프로그램과 진로설계 프로그램을 균형적으로 구성하여 운영할 필요성이 있다는 것이다. 둘째, 생애설계 프로그램 만족도가 진로설계 프로그램 만족도에 긍정적인 영향을 미침에 따라 재취업지원서비스 프로그램 설계시 생애설계 프로그램을 교육과정에 포함시켜 운영시 교육효과성은 극대화 될 수 있다는 점이다. 이와 같은 연구결과는 이제 막 걸음마 단계에 있는 퇴직예정자 재취업지원서비스 프로그램에 대한 교육효과성을 실증 분석함으로써 향후 이 제도가 안정화되고 실효성 있는 프로그램으로 거듭나는데 방향성을 제시했다는 점에서 그 의의가 있다고 하겠다.
