    The purpose of this study is to discern reasons why companies exhibit low employment rates regarding the disabled, and to propose a plan to promote employment among those companies.
    The characteristics of these companies and the reasons for not employing the disabled were quantified using Conditional Operation Reports on Employment of the Disabled from 2004 to 2008. Additionally in-depth interviews were conducted in order to understand the justifications for such hesitancy.
    The findings of the study showed that among those with low employment rates, companies with a less than 1% employment rate outnumber those with a 0% employment rate in the private sector and public sector alike. However, public-sector companies with low employment rates usually had less than 300 full time workers on the payroll. One common excuse given for the lack of people with disabilities in these workplaces was the difficulties in locating appropriate duties for these workers.
    In order to promote employment for the disabled in reluctant companies, tailoring customized employment and job adjustment programs will be crucial. In conclusion, enhancing individualized approaches to companies considering their characteristics, undertaking intensive guidance, and increasing disability awareness programs are likewise necessary steps.
