지방분권정책의 법적 과제? 프랑스 지방분권정책을 중심으로 - = Problemes juridiques de la politique de decentralisation - etude comparee sur la politique de decentralisation en France -

다국어 초록 (Multilingual Abstract)

History of local autonomy in Korea modern sense is not long and it is rather recent, the concept of decentralization is used. We made efforts to decentralization but the results are meager. The lack of consistent implementation of feasible project is one of the main causes. France, the unitary state as our country, which has long maintained a centralized regime pursued a sustained series of decentralization policies. Legal personality, own business, self-governance are the complex notion of French decentralization. We can say that decentralization is a process of local autonomy guaranteed against the central government. Autonomy for administration and finance in Korea remains at Institutional basis. Suspension of implementation of the system of local self-policing is an example. Decentralization in France can be summarized in three ponits: reorganization, significant skills transfer, as decreasing of state control and expanding financial auronomie. The construction of large system administration, strengthening cooperation between local authorities and the effectiveness of governance are important. New methods of contract highlights recently. We need to refer to the French case. It is necessary to advance a coherent decentralization policy particularly the reform of the administrative organization, the transfer of skills and financial resources, the expansion of aitonomie and strengthening cooperation.
