개방형 기술 기반 공간정보 국제협력 방안 = Collaboration with International Organizations for Geospatial Technologies based on Open Technologies

국문 초록 (Abstract)

공간정보는 한 국가에 해당하는 것이 아니라, 전 지구적으로 협력하여야 하는 분야이다. 우리나라의 공간정보 기술 수준은 이제 세계적 수준이며, 공간정보의 국제협력을 주도할 역량을 가지고 있다. 본 논문에서는 단순히 두 개의 조직 사이의 국제적 협력이 아니라, 전 지구적 공간정보 생태계를 발전시키는 국제협력 방안을 살펴본다. 특히, 개방형 기술 체계를 기반으로 공간정보의 국제협력 비전과 방향을 찾아본다. 구체적으로 다자간의 수직적이고 수평적인 국제협력 전략을 제시한다. 구체적으로, 공간정보 개방형 기술의 가장 중요한 국제기구인 OSGeo와 OGC, 그리고 매우 큰 영향력을 가지며 공간정보 분야의 국제적 생태계 중심에 있는 UN과 협력하는 전략을 제시한다. 수평적으로 OSGeo 및 OGC와 협력하고, 수직적으로는 UN에서 수행하는 공간정보 사업인 UN Open GIS Initiative와 UN-GGIM, 그리고 개발도상국의 이해 당사자가 모두 참여하는 다자간 국제협력 방안을 찾아본다. 이 연구는 우리나라의 공간정보 국제협력 방안뿐 아니라, 전 지구적 공간정보 국제협력의 중요한 방향으로 참조될 것을 기대한다.

Geospatial information is not confined to a single country but is an issue that requires global collaboration. The geospatial information technology in Korea has now reached to the global level and the country has the capacity to lead international collaboration in this field. This study explores strategies for international collaboration that go beyond a mere collaboration between two organizations, focusing instead on contributing to the global geospatial information ecosystem. In particular, it seeks to define the vision and direction of international collaboration for geospatial information based on open technology framework. Specifically, the study proposes multilateral, vertical, and horizontal international collaboration strategies. It outlines strategies for collaborating with key international organizations in open geospatial technology, including OSGeo and OGC(Open Geospatial Consortium), as well as with the United Nations, which holds a central role in the global geospatial information ecosystem. Horizontally, the paper discusses collaboration with OSGeo and OGC, while vertically it explores multilateral international collaboration strategies involving geospatial initiatives within UN, such as the UN Open GIS Initiative and UN-GGIM(Global Geospatial Information Management), along with stakeholders from developing countries. This study is expected to serve not only as a reference for Korea's geospatial information international collaboration strategies but also as a significant direction for global geospatial information international collaboration.
