평등주의 교육의 한계 및 대안

국문 초록 (Abstract)

평등주의 교육은 공교육의 기본이념을 사회적 평등의 실천으로 보며, 사회적 가치를 분배의 실현으로 파악하는 개념이다. 또한 사회적 유대감 형성, 위험으로부터 개인의 보호, 사회 안정 유지, 공공도덕의 실현으로 이해하기도 한다. 이런 점에서 근대교육 성립이후 평등주의 교육은 공교육의 주요 이념 중 하나가 되어왔다. 그러나 시대변화에 따라 평등주의 교육은 실효성 및 적합성 논란의 대상이 되기도 하였다. 과다한 국가 개입, 불분명한 교육결과, 효율성 문제, 자율성 침해는 공교육 효용성 논쟁과 함께 평등주의 교육의 한계로 지적되는 내용이다. 이 글은 이러한 평등주의 교육의 한계점을 살펴보고, 시대변화에 따른 평등주의 교육의 방향을 모색하여 보았다.

다국어 초록 (Multilingual Abstract)

This paper analyzes the limitations and possibilities of egalitarian education. The notions of egalitarianism are linked with the role of the public education. It is also related with the notion of democracy, the role of welfare state, education as a basic human right, and contribution of social security and social solidarity. However, the notion of egalitarian education has been losing its efficacy as society has been rapidly changed. As the limitations of egalitarian education, this study points the strong intervention of state, excessive expense, restriction of school choice, and the infringement of school autonomy and diversity. These problems are also related with the historic characteristics of "the development stat"e and "strong state" of South Korea as well as egalitarian education. To recover the efficacy of egalitarian education, it should be changed into the limited role of state in education, enlargement of school choice, harmony with efficiency, and expansion of school autonomy and diversity.
