고등교육 경쟁력 강화를 위한 대학 구조개혁 방향과 과제

국문 초록 (Abstract)

지식기반사회의 도래, 고등교육시장의 개방 등 고등교육 환경변화에 대응하여 세계 각국이 대학교육 경쟁력 제고에 앞장서고 있는 가운데, 정부는 고등교육의 경쟁력 강화를 위한 대학 구조개혁 방안을 발표한 바 있으며, 대학들 또한 대학발전과 생존을 위한 구조개혁 방안 마련에 고심을 하고 있다.<br/>
이러한 시점에서 이 연구는 대학 구조개혁의 의의와 대학 구조개혁 필요성을 논의하고, 우리와 가까운 일본과 중국이 추진하고 있는 대학 구조개혁 노력을 살펴보고, 2004년 12월에 정부가 발표한 ‘대학 구조개혁 방안’의 주요 내용과 예상되는 문제들을 분석ㆍ검토한 후 이를 토대로 향후 보완ㆍ추진되어야 할 대학구조개혁의 방향과 과제를 제시하였다.<br/>
이 연구는 대학 구조개혁의 정책방향으로는 중장기 고등교육발전 비전 제시, 대학특성화 및 대학간 역할분담 적극 유도 및 지원, 다양한 대학 구조개혁 모델개발ㆍ제공, 대학자율화 정책 기조 유지, 대학 구조개혁 연착륙 방안 강구 등을 제시하였으며, 추진과제로는 전체 대학 중 약 5%를 세계적 수준의 연구중심대학으로 집중 육성, 대학간 통ㆍ폐합 및 학과 교환 등을 통한 대학 특성화, 권역별 대학간 연합대학 체제 구축, 공동학위 프로그램 설치ㆍ운영 등 대학간 제휴 활성화, 교육ㆍ연구여건 개선, 고등교육재정 안정적인 확보, 지속적인 대학 자율적인 개혁을 위한 대학자율화, 대학구조개혁 연착륙을 위한 단계적 대학정보공시제 도입과 단계적 대학구조개혁 추진 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

Major countries of the world are trying to enhance the competitiveness of their higher education systems in oder to meet changes of higher education environments, our government also announced 'The University Structure Reforming Plan' enhancing competitiveness of higher education system and universities are also trying to develop their structure reforming plan for survival and development. Under these circumstances main purposes of this research are to explore supplementary policy directions and tasks for university structure reforming plan of government.<br/>
This research discussed the meaning and needs of university structure reforming and then reviewed cases of restructuring higher education systems of Japan and China, and discussed major contents and expected problems of “The University Structure Reforming Plan” announced by Ministry of Education and Human Resources Development on December in 2004, and finally suggested supplementary policy direction and tasks for reconstructing competitive higher education systems.<br/>
This study suggested the policy directions of reconstructing competitive university structure as follows : Government should develope 1) mid and long-term national higher education development vision, 2) the functional diversification and specialization of universities, 3) various university structure reforming models, 4) the policy direction of enhancing university autonomy, 5) policies for soft landing of restructuring higher education systems.<br/>
This study also suggested that tasks of reconstructing competitive university structure are 1) making 10 universities(about 5%) world top-ranking research universities, 2) specialization of universities through university merging and department trade between universities, 3) constructing united national universities system within same regional area, 4) constructing the cooperation system among universities, 5) improving education and research conditions, 6) securing stable higher education fund by PDP 1% level, 7) enhancing remarkable university autonomy as a measure of autonomous self-reforming movement, 8) phasing in university information disclosure system and university structure reforming plan for soft landing of restructuring higher education systems.
