한국 유권자들의 투표행태와 세대: 2010년 지방선거를 중심으로 = Korean Voting Behavior and Generation in the 2010 Local Elections

국문 초록 (Abstract)

세대요인에 초점을 맞추어 2010년 지방선거에서 나타난 한국유권자들의 행태를 분석하고 있는 본 논문에서는 출생년도에 기초하여 1960년 이전에 태어난 민주화 이전세대, 1960년대에 태어난 민주화(또는 386)세대, 1970년대에 태어난 민주화 이후세대, 그리고 1980년대에 태어난 신세대 등 상이한 성장경험을 갖고 있는 4개의 연령집단으로 세대를 구획하고 있다. 본 논문은 경험적인 분석을 통하여 젊은 세대 유권자들, 특히 1980년대에 태어난 신세대 유권자들이 1987년 민주화 이후 한국유권자들의 투표선택에 크게 작용하여 왔던 지역주의와 이념에 의한 영향을 현저하게 덜 받고 있음을 보여주고 있다. 또한 집권당인 한나라당에 대한 투표가 젊은 세대로 갈수록 뚜렷하게 줄어들고 있음을 보여주고 있는 로짓분석 결과는 이들 젊은 세대 유권자들이 지역주의나 이념보다는 그들의 삶에 직접적으로 영향을 미치는 구체적인 정책과 관련하여 현정부나 집권당의 실적에 대한 평가에 기초해서 투표할 가능성이 커지고 있음을 시사하고 있다. 본 논문의 경험적인 분석 결과는, 한국 주요정당들이 그동안 주로 지역주의와 이념을 활용하여 유권자들의 지지를 동원해 왔고, 변화된 투표행태를 보이는 유권자들이 앞으로 한국 유권자 집단의 중추를 형성하게 된다는 점에서 한국정치의 미래에 중요한 함의를 갖고 있다고 본다.

다국어 초록 (Multilingual Abstract)

This article aims to analyze behavior of the Korean voters in the 2010 local elections, focusing on generational factor. The Korean electorate in this article is divided into four age cohorts based on birth years with distinctive formative experiences, that is, Pre- Democratization generation born before 1960, Democratization (or 386) generation born in the 1960s, Post-Democratization generation born in the 1970s, and New generation born in the 1980s. The empirical analysis shows that the voters of younger generations, particularly voters belonging to the New generation, are significantly less influenced by ideology and regionalism which have long been major factors affecting vote decisions of Korean voters since the 1987 Democratization. Instead, the results of logit analysis showing younger generations` remarkable decline of support for the ruling Grand National Party suggest that the Korean voters of younger generations are more likely to make vote decisions based on the evaluation of performances of the incumbent government or the ruling party in concrete policy areas directly related to their everyday lives. The behavioral change of younger generations found in this article can have a significant implication for the future of Korean politics in that major Korean political parties have long mobilized voters by exploiting regionalism and ideology and younger generations with changed patterns of voting behavior will become the backbone of the Korean electorate in the years to come.
