지방정부의 대북교류 방향모색 = The Mutual Exchange of South Korean Local Government and North Korea

The purpose of this study is to examine the relalities and prospective directions of South Korean local government and North Korea. Recently, with the changing environment for the unification of Korean peninsula, South Korean local government have an increasing interest in North Korea. But, On starting the mutual exchange, the problems be find in the process. It is necessary for us to solve that.
The difficult factor with this exchange is that the local government structure of South and North Korea is differently. North Korea has extreme control local government. And, In case of South, there are not a few cases where local government be carried away by the impulse of the temporary to make a better showing. It isn't the desirable for Unified Korea.
To solve problems, South Korean local government must be efforts to serval ways. First, local government important to go the exchange plan based on economic and social circumstances. Second, local government in the exchange must closer cooperate with the central government. Third, it is to be hope that the exchange will go together a private organization in local. Finally, the exchange is bound to drive gradually and expect to a results after long-term.
