도시쇠퇴 인식구조를 통한 도시재생사업의 추진과정의 평가에 관한 연구 = 목포시 도시재생사업을 사례로

국문 초록 (Abstract)

도시재생사업은 주민들이 원하는 방향, 주민들이 원하는 환경을 만들어가는 과정이어야 한다. 그러므로 다양한 인식을 가지고 있는 주민들의 생각을 객관적으로 파악하려는 노력이 필요하다. 본 연구에서는 도시쇠퇴를 바라보는 주민인식 결과를 바탕으로 목포시 도시재생 선도지역의 추진과정을 평가하였다. 구체적으로 목포시 도시재생지역의 쇠퇴 특성과 도시재생활성화계획을 살펴보았고, DEMATEL조사를 통해 쇠퇴문제를 바라보는 주민들의 인식구조를 분석한 후, 그 결과를 바탕으로 도시재생사업을 추진과정을 경험적으로 평가하였다.
분석결과, 상가지구의 쇠퇴인식은 매력 있는 시설 부족이 가장 핵심적이고 원인적인 문제로 나타났으며, 이 문제는 빈 점포의 증가, 시대변화에 뒤떨어진 상업패턴 등에 직접적인 명향을 끼쳤고, 결과적으로 공공편의시설을 낙후하게 만들어가는 구조이다. 그에 반해 주거지구의 쇠퇴인식은 상대적으로 지역의 고령화가 쇠퇴의 원인이면서 중심적인 성격에 자리하고 있고, 이는 나쁜 지역이미지와 노후 건축물 밀집 문제와 연계되면서 결과적으로는 공가·폐가를 증가시키는 구조이다. 이러한 인식구조의 결과를 바탕으로 2015년 9월부터 2017년 2월까지의 목포시 도시재생사업의 추진결과를 평가하였다.

다국어 초록 (Multilingual Abstract)

The Urban Regeneration Project should proceed in the direction of what the local residents really want, that is the environment they desire. So, it is necessary to recognize the perceptions of local individuals with an objective view. The following study was conducted to evaluate the implementation process of the Urban Regeneration Project in Mokpo-City within target districts. It is based on a survey of local residents’perception of urban decline. The study was conducted in three steps. First, an overall examination of the Urban Regeneration Project was conducted in which target districts were examined for elements of deterioration. Second, the perception of residents in regards to urban decline was analyzed based on the DEMATEL method. Lastly, an empirical assessment was taken of the perceptions of local residents.
The results showed that a shortage of attractive facilities were the main reason for the perception of urban decline within commercial districts. Ultimately, the increase of vacant stores and an outdated commercial model were the direct causes of the loss of public facilities(amenities). On the other hand the perception of decline within residential districts was related to community aging. Because of aged buildings and a poor image, the number of vacant and deserted houses increased more and more. The preceding analysis is the basis of evaluation for the City of Mokpo’s Urban Regeneration Project which was carried out from 2015. Sep. to 2017. Feb.
