전후 영국의 보편적 복지국가의 발전 조건과 전환 = Conditions of Development, Institutionalization, and Transformation of the Postwar British Welfare State

국문 초록 (Abstract)

영국은 제2차 세계대전 이후 포괄적이고 보편적 성격을 갖는 복지제도를 발전시켰으며, 이를 지탱할 수 있는 질적 성장과 산업 경쟁력의 경제적 기반을 필요로 했다. 그러나 전후 영국의 경제 전략과 정책은 공급중시 전략보다 재정지출 확대를 통한 수요촉진 및 경기대응 전략에 치중하여, 경제의 효율성 및 생산성 제고, 질 높은 교육, 노사관계 개혁, 규제개혁 등을 달성하지 못했다. 복지국가 발전에 핵심적인 정치사회적 조건이 충족된 환경에서 시작된 영국의 보편적 복지국가는 1950~60년대의 누적된 경제의 비효율과 저생산성으로 인해 1970년대의 경제위기를 겪게 되었고, 이에 따른 정치사회적 위기로 인해 체제 수준의 복지국가 제도화에 실패했다. NHS와 같은 보편적 의료서비스제도에도 불구하고 1980년대 이후 국가 복지제도는 약화되었고, 낮은 수준의 선별적 소득보장과 시장화된 사회서비스라는 자유주의적 복지국가로의 전환이 나타나게 되었다. 따라서 본 연구는 복지국가의 주요 이론적 가설인 권력자원론과 복지동맹론이 영국 복지 국가의 형성기를 설명하는 데는 유용하나 제도화를 설명하는 데는 한계가 있음을 보여주고 있다. 또한 자본주의적 축적이라는 경제적 조건은 복지국가의 제도화와 지속에 중요한 필요조건임을 보여주고 있다.

다국어 초록 (Multilingual Abstract)

After the Second World War, the Labour government built the universal welfare system of social benefits and services on the basis of the Beveridge plan. The postwar British welfare state encompassed all typical risks of income security and protected the entire population with a state guaranteed same standard of living and a universal social service of the National Health Service, among others. The postwar British welfare state, in combination with Keynesian general economic policy, resulted in a less productive social policy, a less effective regulation policy and an inadequate adjustment of the British economy to the changing global economy. The comparatively low productivity of the British industry and its declining competitiveness were mainly the result of failures in the area of public support for productivity. The 1970s was a decade of crisis with the longstanding economic crisis eventually leading to a socio-political crisis in which the state appeared to be ungovernable and was effectively bankrupt in 1976. Since the 1980s the institutional arrangement of the production of welfare in Britain has been changed toward the distributory power of the markets and means-tested and minimum benefits. British experience shows that power resources and class coalition theories can explain the formation of the welfare state but not the institutionalization of the welfare state.
