다국어 초록 (Multilingual Abstract)

This article attempts to research on the case related to build-up a community-based service delivery system for early children development applying the model of CCIs. This articles has two implications, one is the case is on building-up practice of not lead by government but a community-based social service delivery system. the other is on the research of applying the model of CCIs has community intervention. Participants of this research are 7 people who are the chief of centers of the project ‘Seesaw and Swing’ which is for early children development with low-income families. And there was implement of FGI targeted them. The main results are follows. 1)In the step of supporting collaborative planning, ‘to enter incrementally a community , listening and asking’, ‘powerful incentive, connecting with medical system’ and ‘to shift from experts to clients’, ‘disagreement, effects on bitter pills’ were important; 2) In the step of community implementation, actions and changes, ‘difficulties of trustworthiness but solving the problems’, ‘having difference with former network’ and ‘organizing clients and change for children development service delivery system’ were useful. 3) In the step of the community institutionalization, ‘various response of the administrative official, from ignorance to legislation’, ‘new area, children social welfare system’, and ‘formation of the community with cooperating nurturing’ of the recipient legislation. These results show that it is important that cooperation and linkage with medical network which has influence in early term of building-up in community-based delivery system for early children development. Furthermore, recipient organizing which has power to endure the legislation is not sufficient condition but the necessary condition for involving and persuading of public administration and building partnership.
