사회복지시설 평가제도, 사회복지사는 무엇을 경험하고 무엇을 바라는가?

다국어 초록 (Multilingual Abstract)

This study starts from the awareness of the issue that there has been limited amount of previous studies based on the recognition of social workers’ experiences with the Evaluation System of Social Welfare Facilities. Therefore, this study examines the social workers’ direct feelings, experiences, and thoughts about the current Evaluation System through a qualitative research analysis. As a result of the analysis, social workers express ambivalent feelings of either ‘positive recognition’ or ‘skepticism’. The current Evaluation System definitely establishes minimum standards of operating agencies, transparency and openness, professionalism and legitimacy, etc. However, it also brings side effects such as overheating competition, mistrust between institutions, and execution of program that ties to the evaluation indexes. More specifically, the problems of the Evaluation System are rank-ordered evaluation based on the relative comparison, non-judgmental indicators for the service areas, unreasonable request by fragmented index, standardization of value that institution to pursue, and so on. There are two major recommendations to improve the Evaluation System including ‘abolishing the current evaluation system and exploring the alternatives’ or ‘maintaining the current system and preparing the supplemented way to compensate the weaknesses’. This study finally suggests that there is a need for transitional point of view about the purpose, contents, and methods of the Evaluation System, as an argument for creating an system that is expected by the social workers.
