한국 국가 재난관리 추진조직의 IT 활용 실태분석: 재난관리 업무 담당 공무원의 인식을 중심으로 = A Study on the Actual Condition of IT Application in Korea National Disaster Management Organization: Focused on the Recognition of Civil Servants in Charge of Disaster Management

국문 초록 (Abstract)

최근 우리나라에서 발생한 재난 사태와 관련하여 전문가들은 그 발생 원인으로 의사소통·정보공유부재 및 업무협조 부족을 지적하고 있다. 이러한 문제를 해결하고 향후 범국가적인 차원에서 보다 효율적으로 재난관리 업무를 추진해 나가기 위해서는 업무담당 추진기관 간의 소통 및 협력과 관련하여 무엇이 문제인지를 파악하고, 우리의 강점인 IT를 활용하여 이러한 문제점을 개선할 수 있는 방안을 찾는 연구가 필요할 것이다. 이와 같은 배경 하에서 본 고에서는 우리나라 국가 재난관리 추진조직의 IT 활용 실태를 분석하였다. 이를 위해 중앙부처와 지방자치단체에서 재난관리 업무를 담당하고 있는 공무원들을 대상으로 인식조사를 실시하였다. 그리고 이를 통해, 국가 재난관리 추진상의 IT 활용 실태와 문제점을 분석하고, 그리고 IT를 활용한 국가 재난관리 업무담당 기관들의 소통 및 협력 강화방안을 도출하고자 하였다.

As for the recent disasters in Korea, experts point out the lack of communication and information sharing and lack of cooperation. In order to solve these problems and to promote the disaster management work more effectively in the next national level, it is necessary to identify what is the problem with communication and cooperation among the task promotion agencies, research should be done to find ways to improve. In this paper, we analyze the actual state of IT utilization of national disaster management promotion organization in Korea. For this purpose, we conducted a survey on public officials in charge of disaster management at central and local governments. In this paper, we analyze the actual situation and problem of IT utilization in the national disaster management promotion, and draw up the communication and cooperation enhancement of the national disaster management agencies using IT.
