As a result of the rapid decrease in fertility and the substantial increase in life expectancy, the percentage of the population 65 years of age and over is increasing. Along with population ageing, the number of healthy active older persons increases. Because the average age of retirement is low, the opportunities for social participation are limited and the self-reliance of older persons is low. Therefore, it is an important policy issue to provide employment opportunities for older persons. In reality, due to the economic crisis, the circumstances for the employment of older persons are getting worse. Survey conducted from October 1∼10, 1999 and 1,000 older persons 65 years of age or over were interviewed. Main findings and policy recommendations are as follows. First, programmes to promote employment opportunities should be strengthened. Currently, in Seoul, 8.7% of older persons are working and the majority of them wanted to work. Among the reasons for working, the most highly ranked one is `to earn money.` Therefore, programmes to promote the employment opportunities by matching the abilities and past work experiences with the job openings should be activated. Second, 25.5% of relatively rich older persons who are not working wanted to commence an enterprise. Therefore, policies for venture capital support for older persons should be developed. Third, only 23.6% of the respondents answered that they know about the Elderly job Placement Centers. Also, only small number of older persons utilized the center. Therefore, we need to make efforts to let people know about these centers. Fourth, in Elderly Workplace, older persons undertake relatively simple handcrafts such as making envelopes, growing crops, and so on. Therefore, various jobs to make use of their existing expertise and experiences should be created. Finally, only few older persons have involved in volunteer activities. Social volunteering of older persons should be promoted to maintain the respect for elders in their community and to increase older persons` social participation. Active social participation of older persons can be encouraged by paying for their activities.
