Enhancing the efficiency of urban management through achieving the economy of scale was one of the main goals of the urban-rural consolidation policy in Korea. The purpose of this study is to analyze what has been the impact of the urban-rural consolidation in 1994 and 1995 on the efficiency of the public management of consolidated cities. For this purpose, the differing impact of the urban-rural consolidation on the relevant consolidated cities was analyzed by Data Envelopment Analysis(DEA) method. In this study, the efficiency is redefined as the economy of scale. To compare the scale economy of urban-rural consolidation, analyses of forty consolidated cities and twenty four unconsolidated cities were done. For DEA, input and output factor analyses of the twelve indicators were done with standardized scores. The finding of this study is that consolidated cities have shown more efficiency than unconsolidated cities. However, the degree of the increase is not so significant. Therefore, more comprehensive and in-depth analyses by further researches with strong methodological supports will be necessary.
