경영의 논리 : 행정개혁 이념으로서의 기여와 한계 Its Contributions and Limits = Managerialism as a Guiding Logic for Government Reforms

국문 초록 (Abstract)

본 논문은 지난 20여 년 간 행정개혁의 핵심논리 중의 하나가 되어왔던 경영적 관점에 대해서 고찰해본다. 이와 관련해 그동안 학계에서는 많은 논란이 있었다. 한편에서는 경영의 논리가 정부부문을 효율화시키고 주민위주의 행정체제를 구축하는 데 기여할 수 있다고 주장하고 다른 한편에서는 경영적 관점이 정부개혁을 주도할 수 있는 논리가 될 수 없다고 비판한다. 이들은 실제로 경영적 관점이 그 의도한 효과를 거두지 못하고 있다고 주장하고 또한 경영적 관점을 뒷받침하는 이론의 맹점을 비판한다. 이 논문에서는 이런 맥락에서 경영적 관점의 행정개혁에 대한 기여와 한계를 집어보고 향후 정부개혁을 위한 시사점을 논의한다.

This study talks bout the managerialism as a guiding logic for administrative reforms. Managerialism has been a subject in controversy in the field of public administration. Advocates propose that it will contribute to making government more efficient and customer-oriented. On the contrary, critics argue that managerialism can't serve as a guiding logic for government reforms. In this connection, they point out the fallacies of managerialism. This paper examines the two contrasting views and proposes implications for future government reforms.
