Navigating Disease : Cholera and British Naval Operations in the Mediterranean, Black Sea and East Asia, 1848-1877

19세기는 감염병의 대유행 시대였으며, 제국주의팽창, 산업발달 및 증기동력 선박을 이용한 항해에 의해 질병의 이동이 촉진되었다. 이러한 관점에서 해군작전은 문제가 되었고, 그 중에서도 영국 왕립해군과 관련된 작전은 더욱 그러했다. 해군은 영국의 제국주의 최전선에 위치하면서 제국수호에 결정적인 역할을 했다. 그러나 전 지구적으로 실시한 보안활동으로 인해, 콜레라와 같은 감염병에 노출되어 작전에 큰 영향을 끼치기도 했다. 동시에 해군은 콜레라를 다른 나라에 퍼뜨린다는 비난에 직면했다. 그리고 검역과 같이 감염병을 통제하기 위해 국제적으로 사용되었던 일부 조치들은 해군의 작전에 제약을 가할 수 있었다. 본 논문은 영국해군이 감염병의 전파와 통제에 관련된 문제를 어떻게 처리했는지 고찰하면서, 의학과 제국통치 간의 연관성과 같은 더 광범위한 문제를 이해하는데 통찰력을 제공한다.

다국어 초록 (Multilingual Abstract)

The nineteenth century was an age of pandemic disease, the movement of which was facilitated by imperial expansion, industrial development and navigation using steam-powered ships. In this context, naval operations became problematic and this was especially true of those involving Britain"s Royal Navy. The Navy was at the cutting edge of British imperialism and played a crucial role in protecting the empire. However, its global policing role exposed it to diseases such as cholera, which had a major impact on its operations. At the same time, it was blamed for spreading cholera to foreign countries. Some of the measures used internationally to control disease - particularly quarantine – could also place constraints on the Navy"s operational freedom. This paper examines how the Royal Navy dealt with these difficult problems and provides insights into broader issues such as the relationship between medicine and imperial governance.
