    이 글은 무형유산의 전승에 있어 그 관리 주체의 모니터링 제도에 주목하였다. 본고에서는 국가무형유산의 관리주체인 국가유산청의 모니터링 제도를 논의대상으로 삼는다. 모니터링이란 무형유산의 현황을 점검하고, 그 결과에 따른 적절한 정책적 대응이 이루어지는 과정이 모니터링 제도라 할 수 있다.
    한국에서 시행되는 무형유산 모니터링 제도는 크게 세 가지로 구분된다. 첫째, 온라인상의 ‘전승지원통합플랫폼’을 통한 전승자 현황 및 교육 보고, 둘째, 연 1회 공개행사에 따른 모니터링, 셋째, 5년 주기의 정기조사가 그것이다. 본 연구에서는 각각의 제도적 특징과 한계를 분석하였다. 전승지원통합플랫폼은 실질적인 전승 현황을 면밀히 파악하기에는 한계가 있으며, 주로 전승지원금의 집행 근거를 설명하는 수준에 그친다. 또한, 공개행사 모니터링은 단 1회의 행사만을 기반으로 이루어지기 때문에 이를 통해 전승 실태를 온전히 파악하기 어렵다. 또한 조사위원에 따라 평가 결과의 편차가 발생할 가능성이 있으며, 조사 결과가 현장에서 국가유산청의 공식 지침으로 오해되는 문제도 존재한다. 마지막으로, 5년 주기의 정기조사는 특정 무형유산 종목의 종합적인 현황을 파악할 수 있는 중요한 기회임에도 불구하고, 심층적 조사로 이루어질 수 있는 여건이 충분히 마련되지 않아 기대에 미치지 못하고 있다. 더불어, 보고 양식의 개선도 필요하다.
    이러한 한계를 극복하기 위해 본 연구에서는 유네스코 인류무형유산 사례를 분석하였다. 특히, ‘전수교육’의 실질적인 모니터링이 필요함을 강조하며, 모니터링 결과가 정책 결정자들 사이에서 공유되지 못하는 문제를 해결하기 위해 체계적인 데이터 축적 시스템이 필요함을 논의하였다. 이에 따라, 국가 차원의 디지털 모니터링 시스템인 ‘국가무형유산 모니터링 시스템’(KIMS, Korean National ICH Monitoring System)의 개발을 제안하였다.

Various approaches can be considered for this purpose, but this paper focuses primarily on the monitoring systems for National intangible cultural heritage. The monitoring system is a method of examining the current status of each heritage element and implementing appropriate policy responses based on the findings.
    In Korea, the monitoring system for intangible cultural heritage consists of three main components:
    1. Reporting the status of transmission practitioners and educational activities through the online “Transmission Support Integrated Platform,”
    2. Monitoring through an annual public event,
    3. Conducting a regular survey every five years.

    Each of these components has its limitations. The Transmission Support Integrated Platform is insufficient for assessing the actual state of transmission, as it primarily serves as a tool to justify the distribution of support funds. The monitoring of public events is limited because it is based on a single annual event, making it difficult to comprehensively assess the state of the heritage element. Furthermore, there is a potential bias depending on the researchers conducting the monitoring, and the results are often misunderstood by practitioners as directives from the Cultural Heritage Administration. The five-year regular survey, which should provide a comprehensive overview of a heritage element, falls short of expectations due to inadequate conditions for in-depth investigation. The format of reporting also requires improvement to be more effective.
    To address these limitations, this study examines UNESCO’s monitoring practices for intangible cultural heritage. The research emphasizes the need for practical monitoring of “transmission education” above all. It proposes that the monitoring outcomes be systematically accumulated and shared among policymakers to improve their effectiveness. To achieve this, the study suggests the development of a digital system called the “Korean National ICH Monitoring System (KIMS),” which would serve as a comprehensive and systematic platform for monitoring intangible cultural heritage in Korea.
