The purpose of this study is to suggest a way for linking Energy, Land, and Environmental Plans and improving related policies for the supply of renewable energy needed at the national level to respond to the climate crisis and RE100.
There are various sources of renewable energy, but to date, onshore wind power and onshore solar power are the representative renewable energy facilities in Korea, and they account for most of the opposition and environmental conflicts. However, social conflicts caused by onshore wind power and onshore solar power facilities mainly appear as civil complaints or protests by local residents, and there are almost no institutional response measures to resolve them systematically. Local resident opposition is mainly resolved through subsidies provided to residents by renewable energy business operators. In order to enhance residents’ acceptance and environmental compatibility of renewable energy facilities, a planned location system led by local governments should be introduced, but a practical planned location system has not yet been implemented. In order to introduce a local government-led renewable energy planning and location system, it is necessary to improve the planning system so that the Energy, Land, and Environmental plans are linked to the stages of setting renewable energy facility supply targets and granting power generation permits. Furthermore, these plans must align with the spatial and environmental plans of the local government.
In this study, we examined the current status and content of energy, land, and environmental plans related to renewable energy. We analyzed cases of various plans established by local governments, including the Metropolitan City and Do (Province) master plan for energy, Do (Province) Comprehensive Plans, Urban and Gun (County) Master Plans, Metropolitan City and Do (Province) Landscape Plans, Urban and Gun (County) Landscape Plans, Metropolitan City and Do (Province) Environmental Plans, and Urban and Gun (County) Environmental Plans. Based on this analysis, we identified limitations in the current renewable energy-related plans and proposed measures for improvement.
Through an overseas case study, we found that in Scotland, UK, the timing and order of permits for onshore and offshore wind power generation, as well as environmental impact assessments, are adjusted to account for environmental considerations. We presented some cases in which cumulative landscape impacts due to the contiguous development of onshore wind power generation were evaluated. We identified key issues by comparing the approaches of other countries to landscape impact assessments for onshore wind power generation with Korea’s landscape impact assessment cases in environmental impact assessments. It will be necessary to improve the landscape impact assessment of environmental impact assessments through follow-up research in the future.
    1. Energy
Renewable energy is a representative form of distributed energy and a primary power source under the recently implemented Special Act on Activation of Distributed Energy. However, due to the characteristics of distributed energy, plans and policies for its supply should be established by metropolitan city and provincial governments, not the central government. However, policies and plans related to renewable energy are currently established by the central government and there are almost no policies or plans prepared by metropolitan and basic local governments. In addition, policies and plans related to renewable energy are closely linked to energy, land, and environmental factors due to the characteristics of distributed energy, but except for the national land-environment plan linkage system, there is no institutional connection between energy, land, and environmental plans.
Among energy-related plans, regional energy plans are established by metropolitan cities or province governments, but these plans only present the amount of renewable energy generation, with no information provided regarding spatial plans such as the status of renewable energy facility installations or their distribution. In particular, regional energy plans are established in accordance with the Energy Act, but the legal basis for establishing Energy Master Plans, which are local-level energy plans, has been undermined due to the repeal of the Framework Act on Low Carbon, Green Growth. As a result, the necessity and purpose of establishing regional energy plans are currently unclear. However, as the importance of renewable energy facilities as distributed energy is increasing due to the enforcement of the Special Act on Activation of Distributed Energy, it will be necessary to establish regional energy plans to supply renewable energy taking regional characteristics into account.
    2. Land
Considering the characteristics of renewable energy as a distributed power source, it is necessary to establish plans that set the direction of renewable energy supply in line with regional characteristics in the national land plans, such as the Do (Province) Comprehensive Plans, Urban and Gun (County) Master Plans, and Metropolitan City and Do (Province) Landscape Plans, which serve as the basis for local government spatial plans. Onshore wind and solar power generation facilities are installed on land that has received temporary conversion permits for agricultural and mountainous areas, without any change to the Special-Purpose Land Use areas. Due to grid connection issues, not all renewable energy facilities that have received power generation permits are being installed, resulting in a gap between the granted renewable energy permits and the actual installed facilities in each region. However, no spatial plan has been established to address this issue, and therefore, urgent institutional improvements are necessary.
    3. Environment
Renewable energy supply targets are set in the Master Plan for Electricity Supply and Demand. To respond to the climate crisis, it is necessary to establish the direction for achieving these targets within Comprehensive National Environmental Plans, Metropolitan City and Do (Province) Environmental Plans, and Urban/Gun/Gu (County) Environmental Plans, in coordination with the master plans. However, the energy, land, and environmental plans related to renewable energy are established by each central government ministry, and there is almost no connection among issues considered important in other plans. In reality, the role or participation of metropolitan city and provincial local governments are very limited.
Additionally, we analyzed cases of environmental impact assessments for renewable energy, as well as the Ministry of Environment’s Guidelines for Environmental Assessment of Onshore Wind Power Generation, Guidelines for Environmental Assessment of Onshore Solar Power Generation, and Guidelines for Environmental Assessment of Offshore Wind Power Generation, to propose measures for improving the environmental acceptability of renewable energy supply.
We compared the period and method of public notice and public inspection for renewable energy-related plans, such as the Special Act on Activation of Distributed Energy, with those for environmental impact assessments. Based on this comparison, we propose measures to improve the system for more effectively publicizing renewable energy-related plans to residents and collecting their opinions.
In this study, we proposed measures to link energy, land, and environmental plans related to renewable energy through various case analyses and overseas case studies. However, it is regrettable that we were unable to present detailed improvement plans for each plan due to the broad scope of the research and the limited timeframe. In the future, it will be necessary to more carefully refine these measures for plans in the energy, land, and environmental fields, along with related systematic improvements, through follow-up research to increase the effectiveness of renewable energy-related plans and policies.
