In order to realize a true welfare society in this aging era, a local autonomous entity should be the center of achieving welfare businesses that correspond to the actual conditions of local.
At the same time the welfare service has to escape from the standpoint of after-countermeasure and it must study a preventive welfare plan that increases a quality of life targeting entire population of the aged in local.
A local autonomous entity should maintain a health and welfare system as a countermove against society's change for the aged to have a healthy and comfortable life. Additionally, a welfare program for the aged with economic power should be introduced from just providing free welfare services for people in need of welfare and facilities.
Therefore the purpose of this study is that a local autonomous entity needs to effectively develop welfare policy and program that suits characteristics of the local in order to deal with these changes and to promote a welfare for local residents.
As a result, a local autonomous entity avoided welfare policy centered on central government with downward delivery system and suggested plans for accomplishing welfare policy that suits local condition. And to meet demand of this era, it analyzed the present condition of our delivery system for senior welfare and suggested a plan to modify the issues. After considering the senior welfare service with this, improvement and expansion plan was presented, and meanwhile, the study tried to contribute on execution of the senior welfare administration by presenting alternative plans for senior welfare service in the perspective of social development approach which is being adopted in the advanced countries and the third world.
