체제전환국의 복지체제: 체코․헝가리․폴란드를 중심으로|RISS 상세보기

국문 초록 (Abstract)

이 글의 연구 목적은 시장경제로의 개혁과 동시에 사회주의 사회보장제도는 현격하게 축소 될 것이라는 일반적인 예상과는 달리 사회보장제도 개혁의 구체적인 청사진이 왜 체제전환 1차 10년이 다 가도록 마련되지 못했는가를 밝히는데 있다. 그 논리적 연 장선상에서 1990년 이후 체제전환국의 복지체제는 어떤 유형으로 변화되고 있냐는 것 이다. 이 같은 문제제기에 대한 대답은 1990년대 초반 시작되어서 1990년대 후반 일단 락된 체제전환국 복지체제의 특징을 분석하는 데서 찾았다. 이 분석을 위해 체제전환 이후, 즉 1990년대 이후 도입된 사회보장제도의 내․외적 요인에 대해 분석하였다. 다시 말해 “긍정적 합의”의 내적 요인에 대한 논의를 통해 개혁의 청사진이 마련되지 못한 이유를 그리고 외적 요인에 대한 논의를 통해선 국제(금융)기구와 무관할 수 없는 복지 체제 개혁의 특징에 대해 다루었다. 전자의 내적논의는 신자유주의적 경제체제전환을 기조로 한 문민정부가 “체제전환의 딜레마”에 빠져 개혁의 청사진의 마련되지 못했다는 것을 말한다. 반면에 후자의 외적논의는 국제금융기구의 압력에 따라 개혁은 이루어져야 한다는 것을 말한다. 즉 개혁의 진퇴양란이 1990연대 초반부터 후반까지 체제전환국 복지체제의 특징에 해당한다는 것이다. 이런 과정을 겪은 체코․헝가리․폴란드 1차 10년 의 의 복지체제유형은 “사회적 자유주의”에서 “유럽연합 복지체제(European Welfare State model)”로 나아가고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to find out the reasons why the social security systems in Czech Republic, Hungary and Poland at the first ten years of transformation could not be reformed. Including this, this article is to ask which kinds of welfare regimes after the 1990s to be made in the states of transformation such as Czech Republic, Hungary and Poland. In order to answer the questions this article has analysed inner and outer factors of welfare system which is introduced after 1990 in Czech Republic, Hungary and Poland. In other words, by way of discussing “positive consensus” of the inner factors, this article has fund out the reasons why the transformative states were not ready to have a reform plan. And also has this article characters of reform welfare system's which are connected closely to International Financial Institutions(IFIs) by way of discussing of outer factors. The former indicates that a civilian government after 1990 whose economic position stands by neoliberal economic system transformation have no any other interest to reform an existing welfare system due to the “dilemma of transformation.” On the contrary the latter have an implication that an existing
welfare syste m must be reformed under the press of IFIs. To be short, welfare system
of system transformation's states during the beginning and later 1990 characterized by a dilemma of reform. The article concludes by attempting to have a view of “European Welfare State model” departing from “Social Liberalism” in Czech Republic, Hungary and Poland.
