The purpose of this study is to conduct case studies and Qualitative Comparative Analysis on GECD countries to identify causal conditions resulted in different housing policies in welfare states, applying the two different models of housing policies, unitary rental model and dualist rental model theorized by Kemeny. First, the case studies on Netherlands and UK showed that the political structures of the two countries might be the main factor that affected their different housing policies either unitary rental model or dualist rental model, although they have some similarities in housing policies such as strong state intervention and relatively higher rates of social housing. Netherlands with a strong nature of corporatism have had multiple housing providers including a number of housing associations and agencies, non-profit organizations, as well as municipalities while the UK restricted the participation of private rental sectors and non-profit organizations in providing housing, encouraging the local government as a main housing provider. As a result, the UK tended to have a dual structure of housing market resulting in relatively weak and residualized social housing. Second, the qualitative comparative analysis showed that the unitary rental model was related to the causal conditions of strong corporatism, lower level of car ownership, and lower rate of relative poverty and higher level of gender difference in the labor market. At the same time, there were three paths to the dualist rental market including as causal conditions weak corporatism, higher rates of relative poverty, and higher level of gender inequality. Finally this study shows that two causal conditions such as corporatism and relative poverty might be very strong conditions to formulate either unitary rental model or dualist rental model and the factor like gender should be more flexible according to how it is combined to other causal conditions.
