This paper seeks to create a new model of teaching quality review, which can be characterized as a dialogue. The purpose of this teaching quality review is to exchange and share the viewpoints which concern giving students meaningful learning experience of subject matters. There are four elements to be considered ing this review; 1) teacher`s understanding of the subject matter, 2) teacher`s understanding of the students, 3) teaching skills to make the subject matter meaningful to the students, and 4) reflective teaching activities. The following procedure is involved in considering these elements of this teaching quality review. ·1st Step: Confirming the context of class(interviewing with the teacher and referring to documents) ·2nd Step: Observation of classes(including interview with students after class and consideration of homework) ·3rd Step: confirming the correlation between the matters found in the 1st and 2nd step, and identifying the meaning of the matters not understood in the class observation as well as the teacher`s and school`s efforts in improving teaching quality(post-class interview with teacher).
