조직 간 정책갈등 요인과 조정기제에 관한 연구 : IP-TV 도입사업에 대한 정통부와 방송위 갈등사례를 중심으로

국문 초록 (Abstract)

본 연구는 IP-TV 도입사업을 가지고 정통부와 방송위간의 정책갈등의 요인과 조정기제를 밝혀내고 시사점을 얻는 것을 목적으로 한다. 특히 방송과 통신의 융합의 시기에서 나오는 규제를 누가 어떻게 할 것인가에 대한 갈등에 대한 분석을 하고자 한다.
이러한 문제의식을 가지고 본 연구자는 다음과 같은 연구문제를 제기하고자 하였다. 첫째, IP-TV 도입사업의 과정에서 나타나는 조직 간 정책갈등의 원인과 양상은 무엇인가? 둘째, IP-TV 도입사업을 둘러싼 조직 간 정책갈등조정과정에서 나타나는 각 조직(부처)들의 대응전략은 무엇인가? 또한 갈등의 조정기제는 무엇이고 조정기제는 무엇의 영향을 받는가? 셋째, IP-TV 도입사업을 둘러싼 조직 간 갈등에 제 3자의 개입은 있었는가? 그럼 어떻게 개입되었으며 어떠한 역할을 하였는가? 이다.
이러한 연구문제를 가지고 이론적 배경을 토대로 하여 IP-TV 도입사업에 대한 조직 간 정책갈등의 요인과 조정기제에 대한 분석결과를 도출하였다.

다국어 초록 (Multilingual Abstract)

This study take the goal to discover the conflict factor between 'the Ministry of Information and Communication' and 'the korean brodcasting commission' about IP-TV policy in other Domestic companies and the arbitration mechanism.
The researcher presents the study theme with critical mind as follows. First, what are the factor and the aspect for the policy conflict of relevant authorities on forming policy of the regulation about IP-TV policy and making decision. Second, What is the strategy of each authority and actor from progressing policy conflict arbitration about the regulation of IP-TV policy. Also what is the arbitration mechanism of conflict and what is affected in the arbitration mechanism? Third, how is the 3th party involved in and how it play as a role for the conflict in each authority about IP-TV policy.
The result of analysis about the factor of each authority's policy conflict and the arbitration mechanism in IP-TV policy is concluded.
First, the factors of conflict between 'the Ministry of Information and Communication' and 'the korean broadcasting commission' about IP-TV policy are analyzed as follows. 1) There is the difference between policy goal and intention. 2) There is the difference between the reality recognition and the improvement plan.
These difference about realty of recognition and about IP-TV policy.
Second, each actor's method of response, strategy and arbitration mechanism are analyzed as follows. First of all, in the case of 'the Ministry of Information and Communication', each authority use the persuasion, openness of policy conflict, the political mobilization, and the formation of alliance structure as a strategy and the response method. But, 'the korean broadcasting commission' uses the strategy of persuasion, threat, avoidance or delaying time, political mobilization, and the formation of alliance structure. These differences of two authorities method of response and strategy are analyzed for issue according to awareness of conflict, awareness of strategy status, and political status.
Third, the result of vertical policy arbitration by the 3th part is appeared by the government's united suggestion, but it is not the practical the solution and the settlement about conflict. So to speak, the solution by 3th party is that involved the current political status and the power could be judged into delay conflict and temporary settlement.
We can make the suggestion and the implication of policy with this analyzed result as follows. First, there is the difficulty to resolute the conflict about policy principle, goal, and intention among each authority.
Second, the policy conflict among authorities is attempted by the arbitration mechanism, but there is no profitable result according to prevail resources and official status.
Third, the vertical policy arbitration by the 3th party certainly makes delaying conflict and temporary solution because it is not the conclusion with authority.
